I am writing to share my experience with Mr. Hesselmeyer’s OTP company and the great work accomplished in the area of grant writing when I served as the Local Health Department director in Scotland County North Carolina.
We contracted with David and his staff to write and submit an Infant Mortality Reduction Grant to the State. The scope of work for the grant included a requirement to demonstrate networking with community partners and considering evidence based strategies to reduce infant mortality in Scotland County. His staff clearly understood the grant requirements and conducted the necessary research in order to submit a competitive grant application. His staff did the research, writing, editing and submission and were successful in obtaining substantial funding for Scotland County. David’s staff also managed the grant by building networks and a coalition of community partners throughout the grant period. They engaged the local hospital, faith community, private medical sector and others with a mutual interest in having an impact on infant mortality. As a result we were able to “move the needle” in our efforts to reduce infant mortality in Scotland County during my tenure.
This is just one example of how flexible David and his staff are in providing exemplary service in a variety of ways to public health departments and others. Please call me at (910) 890-5383 should you have any questions.

The Warren County Health Department and Community Partners has recently worked with OTP on three grant proposals. I was extremely pleased with the process which included face to face meetings and conference calls to discuss application requirements, partner support, formulating ideas and a plan for completion of the applications. OTP was readily available to not only meet with my staff, but also with partner organizations to secure data, any required documentation or letters of support. Proposals were well written, scholarly and appropriately used data and literature reviews to substantiate need and identify benefits to our community as a result of the funding. It was an awesome experience!
